2026 EL PASO COUNTY DEMOCRATIC PRECINCT CAUCUSES AND COUNTY ASSEMBLY

Issued by the El Paso County Democratic Party pursuant to the Colorado Democratic Party 2026 Delegate Selection Plan and the El Paso County 2026 Election Plan


PRECINCT CAUCUSES

DATE, TIME, AND LOCATION

As listed below

ELIGIBILITY TO PARTICIPATE

A person is eligible to participate in their Precinct Caucus if they:

  1. Were registered as a Democrat no later than 22 days prior to the Caucus or are pre-registered as a Democrat.
  2. Reside in the precinct.
  3. Meet the statutory qualifications under the Election Plan

No fee of contribution is required to participate.

Proxies are not permitted at Precinct Caucus.

Virtual Attendance is based on the pre-registration link conducted Feb 1-17, per State Delegate Selection Plan and County Election Plan.

OFFICIAL CAUCUS AGENDA

Each Precinct Caucus will proceed in the following order:

  1. Call to Order
  2. Establish Quorum (any present)
  3. Presentation of Caucus Rules
  4. Election of Precinct Meeting Chair
  5. Election of Precinct Meeting Secretary
  6. Election of two (2) Precinct Organizers for two-year term
  7. Non-Binding Straw Poll
  1. Governor
  2. Congressional District 5
  1. Election of Delegates to County Assembly
  2. Platform Submissions (auto-submitted)
  3. Certification of Results

Voting will be conducted by voice, show of hands, counted, or secret ballot (if requested).

COUNTY ASSEMBLY

The El Paso County Democratic County Assembly will be held:

Date: March 14, 2026

Time: Doors open 8:00am

Location: Wasson Academic Campus, 2115 Afton Way, Colorado Springs, CO 80909

The Assembly will be conducted in person. Virtual attendance is limited to those approved to attend their Caucus virtually.

QUORUM

Forty percent (40%) of certified delegates will constitute quorum.

A majority of delegates present after quorum is established will be sufficient to conduct business.

PROXIES

Proxies are permitted at Assembly.

Proxies must:

  1. Be in writing and signed
  2. Be submitted to the Credentials Committee at or before check-in.
  3. Follow the assignment order prescribed in the Election Plan.

Only one (1) proxy may be carried per delegate.

OFFICIAL ASSEMBLY AGENDA

The County Assembly, and all subordinate Assemblies, will proceed in the following order:

  1. Call to Order
  2. Presentation and Adoption of the Credentials Committee Report
  1. Caucus Straw Poll Results will be presented during the County Assembly Report
  1. Election of Assembly Officers
  1. The duly elected county or district officers will be the nominated officers.
  1. Presentation and Adoption of the Permanent Organization Report
  2. County-wide Candidate Designation
  3. Statewide Preference Poll
  4. Election of Delegates to State Assembly
  5. Congressional District 5 Candidate Designation
  1. Congressional District 4 and 7 Preference Poll and Delegate Selection
  1. Sub-County Assemblies
  1. House District 14, 15, 16, 17, 18 (delegate selection and assembly), 20, 21, 22, 56
  2. Senate District 9, 11, 35
  3. County Commissioner District 1, 5
  1. Formation of Vacancy Committees
  2. Other Properly Noticed Business
  3. Adjournment

CANDIDATE DESIGNATION RULES

To be placed on the Primary Ballot via Assembly, a candidate must receive:

Thirty percent (30%) of the delegate vote - no rounding

If no candidate receives 30% on the first ballot, a second ballot will be conducted.

If no candidate receives 30% on the second ballot, the two candidates receiving the highest vote totals will advance to the Primary Ballot.

Ties will be decided by lot.

PREFERENCE POLLS

If a race is contested among candidates participating in the assembly process, a preference poll will be conducted at County Assembly for:

  • Multi-County legislative districts
  • Congressional districts
  • The highest statewide contested race

A fifteen percent (15%) threshold applies for location of delegates to higher assemblies. Rounding up or down is not permitted.

“Uncommitted” will be an acceptable preference option
