Dr. Detra Duncan always advocates for her community — Duncan herself is a mother and a public servant. She is married to an Army Veteran who has lived the American Dream. In 2019 she was elected the first African American woman to Fountain City Council, a move she hopes will inspire others. She is a member of several local clubs and has completed the LEAD and ELD programs with El Pomar. She has lived in El Paso County for over 35 years. Duncan has served as president of her homeowners’ association, as board president of Cross Creek Regional Park, as a board member on the Fountain Planning Commission, as alternate Pikes Peak Area Council of Governments, as alternate for Colorado Municipal League, and as alternate Pikes Peak Watershed District. As a devout community leader, Dr. Duncan knows what matters most to our residents and is the only candidate who will put the interests of Fountain, Security, Widefield, and all of south El Paso first. Councilwoman Duncan is experienced in taking on our communities’ top issues and ready to invest in our local businesses, fight for fair access to hospitals, and work with our law enforcement to defend our families when we need it the most.

What single issue/problem/situation will you address first if elected and how will you do it in the context of the position you will serve in?

Expanded Access to Veteran Resources – At least 60 percent of the population in El Paso County Commission District 4 is military or have some relationship to the military community to include their dependents or survivors. El Paso County Commissioner District 4 is surrounded by Fort Carson, Peterson and Shriever Air force Bases. We lack services that are desperately needed for our increasing Veteran population. I want a wide range of opportunities to assist our nation’s heroes. Providing services for claims and assisting veterans and family members with VA benefits is a top priority for me. With appointments ranging from 4 to 6 weeks out for our Veterans, there needs to be more asses of Veterans services in the District. I would like to explore the expansion of Veterans Services in the District partnering with other Veteran services providers. Having services in El Paso County District 4 for our Veterans would improve time for initial appointments, conducting exams and enrolling in health care with Veteran Affairs.
